In this paper, we describe the organization and the different steps of the EMU-SCEUS research consortium’s data collection strategy. In order to ensure a strong validity, reliability and objectivity of the dataset, this strategy combines different methodologies and includes a number of control steps. In detail, it comprises (i) the identification and selection of policy proposals to be included into the dataset, (ii) the identification and selection of the relevant policy issues of the selected proposals, (iii) the definition of the policy space and the coding of positions and saliences of both EU member states and selected European institutions for each selected issue, based on document analysis, (iv) the validation and completion of the data set through expert interviews, and(v)the triangulation of the data resulting from the document analysis and the interviews in view of constructing a unified dataset.
